entirely typical, because of the inclusion of a larger number of dependents than is usual, though it is true that the Chinese, who are the bulk of the present petitioners, are generally more prolific than Europeans, and are more likely to be required to contribute to the support of parents and other relatives. It must be obvious, however, that there are limits to the

cognisance that Goverment can take of such individual circumstances when determining scales of emoluments, and it does not effect the truth of the conclusion that, in terms of purchasing power, the officer is in a better position than was his when the present salary scale was adopted.
